As far as I remember, Dennis Rodman wanted that jersey # when he made a comeback (post Bulls 1998). But David Stern disallowed him.
Rodman retaliated with the number 007; again, Stern would not allow.
Finally, Rodman said he'd like to punch (or was it choke, I couldn't remember) Stern.

Rodman wore #91 with the Bulls. I'm sure he would have wanted uniform #69, though. He should have asked Jordan to intervene for him, I'm sure Stern would have approved it then, if Michael asked him to... Stern couldn't possibly say "no" to the guy.
NBA players can have numerals on their uniforms higher than 5, but the league has to approve all uniform numbers. Wearing numbers with digits higher than 5 is becoming more and more rare, but it's not prohibited. It's high school and the NCAA that don't allow digits higher than 5. A few NBA players have single-digit jerseys with numbers higher than 5... Kobe wore #8, Odom wears #7. Didier Ilunga Mbenga of Dallas wears #28. The only real prohibition in NBA uniform numbers is that they must be one or two digits in length (i.e. nothing higher than 99 is allowed).
But I don't think any NBA player has ever worn the particular number you're asking about.

They don't allow any number to have a digit over 5. That allows easy communication between the referees and anyone sitting at the scorers table.

I think the person above meant 50 not 5. If a player want a number over 50, they need to get permission from the league.
